Technically in fractals Power Weaver has the highest burst when the Soulbeast shares One Wolf Pack, but it's a somewhat more difficult rotation and a bit squishy and team-reliant. Daredevil is by far the easiest thief specialization. Infinite dodges and amazing cleave ftw. I'd say Mirage is easiest for Mesmer because infinite dodge builds in PvE is just memes all the way down but I haven't dug enough into PvE Virtuoso to counter your argument.
